Remove the capability requirement for authentication.
Add three commandline options for the server:
  -a  --auth            Enable server authentication.
  -G  --Guests          Allow guests to login if auth is enabled.
  -N  --Newusers        Allow new users to login if auth is enabled.

This allows single player mode to work correctly when authentication
is enabled. See PR#8570.
