Adding the line that makes the AI actually (very rarely) build Magellan's.
Adding a wonder-kluge so that cities don't abort almost-built wonders.
Allowing non-military builds if want (usually attacker want) is over 100
with no urgency.  Fixing rounding errors in one of those /30 functions.
Allowing the AI to buy non-defensive units a little earlier than before.
Adding stuff to the list of stuff to save up for.  Making the AI more frugal.
