S1_14: Fix bug in tech code which happens when you set techlevel=50 and
choose_goal_tech() returns zero, at which point a division by zero
happens in report.c

Patch by Raimar Falke <rf13@inf.tu-dresden.de> and change by me.
Different from main branch patch in that sanity check in report.c is
retained here.
