civ2civ3: force establish trade route

I don't know what bardo, the civ2civ3 maintainer, had in mind when this was
mentioned in patch #5995. Avoid a rule change for 2.6 compared to 2.5 for
now. Forbid entering the marketplace when the unit legally can establish a
trade route.
