Let rulesets force attacks

In earlier versions of Freeciv the attacks would be tested for in turn. The
first legal attack would be performed. Make it possible to keep the old
rules by allowing earlier attacks to block later attaks.

This is done by introducing force_capture_units, force_bombard and
force_explode_nuclear. They work like force_trade_route.

Not enabled anywhere yet.
