Revert recent PATH_MAX changes, since PATH_MAX doesn't exist
everywhere (only Posix systems).  Problem reported by
Dirk Stoecker <stoecker@Rcs1.urz.tu-dresden.de>.

Also, don't translate the truncation warning messages, since
they are only useful to developers and ruleset creators.
