civ2civ3: change bonus to defense in cities from size 8 to size 9

so it only is given after an aqueduct has been built and the city has grown
with expensive (40 food instead of 20 food) city growth.

Adjust the min size where the city icons change from size 4, 8, 12 and
16 to size 5, 9, 13 and 17.
