Adjust BeOS stuff in configure:  Remove client/gui-beos/Makefile from
generation list, because client/gui-beos will not participate in the
automake machinery.  Adjust flag-handling for recent changes to
configure.in debug enabling, and allowing client/civclient to compile
into an executable on this platform (using some libraries to come later).

Also remove gui-beos from client/Makefile.am so, eg, 'make dist' works.
