If FREECIV_DATA_PATH is not set but FREECIV_PATH is, FREECIV_DATA_PATH
defaults to FREECIV_PATH value even when freeciv is run through
./ser & ./civ scripts. This is consistent what freeciv does when binaries
are run without those wrapper scripts.
