Added Airbase map special and "Airbase" flag in units.ruleset
and techs.ruleset to allow the building of the airbases known
from civ2.

New Menu Item "Build Airbase" with shortcut 'e', to allow
special units to build airbases.

Modified default and civ2 rulesets to support these new
flags. (Settlers and Engineers can build Airbases after
Radio tech has been researched)
