Improved voting code ported from warclient.

- Added new vote related packets.
- Moved all voting related code on the server
  side to server/voting.[ch].
- Added gui function voteinfo_gui_update() and
  stubs for all guis.
- Added vote parameters to command definitions.
- Modified notify_team() to send to all players
  if the first argument is NULL.
- Cleaned up vote_command() in stdinhand.c.
- Some rearrangement of handle_stdin_input().
