New module common/inputfile, for low-level reading and tokenizing
of a registry-format file, to support registry enhancements.
New features include:

- Allow gettext markings on string values in registry, based
on a patch by David Perez Serrada <dperezs@nexo.es>.

- Allow multi-line strings.  The purpose of this is to make
it feasible to easily include help data in ruleset files.
