This patch allows changing production between two specified
items (from an item, to another item) in all cities at once
(that is, all cities currently building the first item).
Gtk+ client only.  Includes some new helper functions:
could_player_build_improvement(), can_player_build_improvement(),
can_player_build_unit_direct(), can_player_build_unit().
